Canada’s so-called anti-spam legislation, or bill C-28, received royal assent in December, 2010 and is expected to be proclaimed into law in spring 2012, after the regulations have been drafted. The preamble states:   “An act to promote the efficiency and adaptability of the Canadian economy by regulating certain activities that discourage reliance on electronic means of carrying out commercial activities …”
